How do we know this? Finance Minister Nirmala Sitharaman admitted as much when she announced limited measures two days after the lockdown began. Sitharaman claimed that her ministry acted quickly to “respond� to the lockdown within 48 hours, making it clear that there had been no coordination beforehand. Those measures, free extra rations and minimal cash support, amounted to less than 1% of India’s Gross Domestic Product, and were never going to be sufficient to make up for the massive economic shock caused by one of the world’s harshest lockdowns.
